wrx no boost and engine overheating

Hey guys my 03 wrx is having a weird issue. Boost only goes up to 5 lbs. the engine also overheats, but no bubbles show up in the overflow tank or the resivior above the turbo. All boost hoses have just been replaced with silicone hoses. Any ideas?

looked at my car at work and noticed the raidiator fans dont turn on even with the AC on. the Relay controling the fans clicks when i tested it with a 9v battery. I even switched the relay with a known good relay and still nothing. Also replaced the thermostat+ gasket, and radiator cap with OEM.

Did you put power to the fans themselves they are know to die

if fans are failing, the ECU cuts boost due to overheat condition. suss fans first, then worry about boost.

is heater still functioning normal. if there is H/G issues, heat output will go up and down. check to make sure no mixing of coolant in with oil (brown foamy goosh on dipstick or under oil filler cap)

check coolant for oil contamination.

stay calm, check things thru and thru.
