Yes and yes. I don't have my own powder equipment but I have access to anything I need. The boot retainer I'd honestly just suggest a washer and nut but i could integrate one into these without too much trouble.

Unfortunately, my fellow 08 owner, one of the common problems of our lovely new body style is the pedal plate becoming completely detached from the firewall.... Good stuff Subaru, good stuff.Hit it with white lithium. If it goes away, good. If not prepare for extensive reconstruction.
