have you tried a low waste gate map from cobb? what are your mods? with the newer (2008+) wrx's and sti's, they are known for mechanical boost creep, an ebcs will probably not fix your problem, only porting your wastegate port on the turbo or an external wastegate may solve your problem

vacuum leak, get a can of carb cleaner and spray around any intake areas, if the engine revs up, then there is your problem. also, the turbo could have taken out the motor. these cars are notorious for that, start by doing a compression test i'm aware of this, but i'm buying an 05 outback xt...

it's possible, but that would also cause cylinder 2 to have similar symptoms. there should be timing marks on the belt, pull the timing belt cover off the front and verify that everyhting is lined up
