Being that the car is a 98/99 and its been exposed to U.V. Rays even if you find OEM paint it will not match. What I have done in the past is gone to NAPA in Westbrook (maybe others) they can snap a picture of your cars current color with their machine. Enter it into the computer and mix paint...

I would say frozen lines/nozzle. Unless its kept in a heated Garage and this is still happening I'm sure it's just Debris, pull the lines and nozzle and run warm water through them. If frozen. Get out as much water as you can when the car is On thawed. Fill up with the rainX de-icer fluid.
