Hmm... I would try a torch (propane like, just to heat it, not burn it) and a puddy knife. That could take off most of it, then a quick grind with the wire wheel would get the rest off. Don't know how easy it would be to get a puddy knife in there though...

I think we started with a 40 amp because it was turning out to be quite difficult to find a 70amp relay, never mind that the VW ones at NAPA were a bit pricy...
