sounds like bad surface prep. roughness comes from lack of sanding, dust/dirt on surface to be painted, or dust/dirt blowing around in shop or outside....or all 3 at once. light sanding or steel wool prep usu suffices, then wipe with clean rag moistened with brake cleaner or paint prep solvent...
