You could allways use thinner and water it down to help remove or soften it and peel it off by hand. Do not sand it. Its plactic and will never been the same. Then pick up some dye not paint and re-dye it. Its cheap and fast and will be cheaper. if it dosn't work or you don't like it then look...

The heads are fine. There should be no issues with anything on the motor but maybe the crank. A spun bearing dosn't really cause any damage but maybe to the rod and the crank. But even then depending on how soon the car was parked it may have not even cuased any damage.
