High Boost in 1st gear

I have a 2010 wrx with sf short ram intake and cobb ap. My car is tuned for the intake, however im experiencing boost spikes to around 25 psi in 1st gear other gears are normal topping out at 16.5 - 17 psi. I have heard of cobbs low wastegate ots map is the my solution...?

 
you can do that, and you can also get accesstuner race which is free and modify the 1st gear boost multiplier table to = 0. this may solve the problem too.

First I would check the vacuum lines from the compressor nipple, and wastegate nipple to the ebcs to make sure none are cracked etc

but if you reflash the lwg map, and you still get a spike, probably not a tune issue, probably mechanical.
