Check your fluid level, and look for leaks under the car by the rack, and the pressure/return lines. If there are no leaks and/or metal in the fluid it's probably pump time. Occasionally it's the rack leaking by internal seals and the pump is fine.
If the pump is whining bad, and there is fluid in the reservoir, it's most likely time for a new pump. You'll want to flush the metal out to the system if you put a new pump on, or it'll chew up the rack/new pump, if you end up needing a new one.
new/used pump installed. Piece of cake. Flushed the system and cleaned the reservoir out. and ill be damned it worked lol thanks for the help i guess we are done here.
