Rust on wifs car

Most of the rust repair I have done to this point has required sheet metal shears and new metal. But if it is just surface rust I would sand it down to bare metal. Go more then the affected area taking a little less as you go (inch out would probably be fine). Buy a rust inhibiting primer and then cover with the right color. A picture could help with finding the solution.
